Geek time

Sometimes I take a look around the world and see some weird observations or weird forecasts. Here's a list of some of them right now.

Kallax/Lulea, Sweden:

I'm pretty sure or isn't a standard meteorological term, at least in TAFs.

Sydney, Australia:

So they're inserting a sort of TAF into the METAR. This seems to be fairly common practice in Australia. Is it maybe a very-short-term TAF? Can anyone confirm this? Especially since they have a TAF already, and it reads as follows:
